JOE PERRYMAN, FRICS MAPM DipProjMan LEED-AP
President
As President and founder of Cost+Plus, Joe acts as project cost manager, client contact and design team liaison for all of the Cost+Plus projects.
Joe has almost 30 years of cost management experience in the European and North American construction markets working in both professional and contracting environments. Joe has an in depth knowledge of cost management and specialist cost control techniques gained from his involvement in both the private and commercial sector, embracing exclusively cultural facilities for the past 16 years. Joe is expertly familiar with the roles and responsibilities of the client, project management, architectural, engineering, cost control, contracting and other specialist consultant disciplines involved in cultural arts Projects and is an essential asset and partner to all these disciplines.
Educated in the UK at the University College of Estate Management (University of Reading) he received a BSc in Quantity Surveying (with Merit) and followed that up with an RICS Postgraduate Diploma in Project Management at the same University. Joe is also recognized at the highest level of his profession by being elected a Chartered Quantity Surveyor by The Royal Institution of Chartered Surveyors (FRICS). Chartered status at fellowship level is only awarded to individuals who are prepared to maintain exemplary standards. Joe is also a qualified FRICS Assessor and has been Chair of many FRICS Assessment Panels for interviewing members seeking Chartered status.
Joe is also a fully qualified Owners Representative/Project Manager and has been elected into the Association of Project Management (APM) as a full member. Achieving full member status was in recognition of his professional experience, achievement and education to date and all as assessed by fellow project management peers.
He was also certified a LEED-AP in 2006 and has vast experience in managing and advising on the cost implications of the LEED process for cultural arts facilities. He has written, and had published, many articles on the “The Cost of LEED Certification”.
His career has seen him take a leading role in the cost management of many cultural facilities in North America and worldwide. Among the numerous projects he has led include The Guthrie Theater in Minneapolis, The Smith Center for Performing Arts in Las Vegas, The National Center for Civil and Human Rights in Atlanta, The College Football Hall of Fame in Atlanta, the George W. Bush Presidential Library in Dallas, American Museum of Natural History, Science Education Innovation Center, in New York, Tennessee State Museum in Nashville, Queens Museum of Art in New York, The Grand Theater du Rabat in Morocco and master planning for the West Kowloon Cultural District in Hong Kong. He has also worked on confidential cultural and attraction Projects for institutions such as The Archdiocese of New York, Aquarium and Casino clients, and Coca-Cola.
His philosophy for Cost+Plus which he demonstrates by example is that vision, effort, time and discipline will always be the cornerstones required for a Project’s budgetary success.

PETE GUNN
Associate
Pete has over 35 years of cost management and construction experience with 30 of those years devoted exclusively to cultural facilities in North American, Europe, Asia and North Africa. He has acquired an in-depth knowledge of design and construction stage cost control and cost management techniques for cultural projects and Pete is very familiar with all roles and responsibilities of cost management in every phase of the design process for cultural projects including carefully leading value engineering sessions with world-class institutions and design teams.
Pete received his BS from the School of Building Construction at the University of Florida and is also a Certified General Contractor in Florida. He also worked for a few years as an estimator/project manager for both General Contractors and Subcontractors.

MARK EARLEY, MRICS MSCSI BCS
Director of Cost Plus Consultants Europe
Mark joined our team having previously worked for a Chartered Quantity Surveying & Project Management Practice in Ireland and then with an Interior Finishes subcontractor in Florida before joining Cost+Plus in 2015. He returned back to Ireland with his family in 2017 and is now a Director of Cost+Plus Consultants Europe Ltd. and runs operations at our Ireland office..
Mark received his Bachelor of Science (Honours) in Quantity Surveying from the Limerick Institute of Technology. The program is fully accredited by the Society of Chartered Surveyors (SCS) and the Royal Institution of Chartered Surveyors (RICS). Mark is also a chartered MRICS member of The Royal Institution of Chartered Surveyors which is in recognition of demonstrating the highest standards of his profession.

TONY CLEATON

Tony has over 30 years of cost management experience in both North America and the United Kingdom with 18 years devoted exclusively to museum and performing arts facilities in North America. He has an in-depth knowledge of design and construction stage cost control and cost management techniques for museum and cultural projects gained from his dedicated involvement with this project type. Tony is familiar with all roles and responsibilities of cost management in every phase of the design process and is especially experienced with the detailed and complex estimating of all architectural, structural and landscape elements.
Tony received his BS in Construction Cost Economics (Quantity Surveying) at the highly prestigious University College of Estate Management at University of Reading in England.
His career has seen him take a significant estimating role for cultural projects across the length and breadth of North America.
